PhD, researcher (Lorraine University, France), founder of the Global Ukraine Foundation (2015) and co-founder of Global Ukrainians Forum (network of Ukrainian leaders, highly educated & globally-connected expatriates), senior expert on international development, public administration and local self-government reforms, honorary President (founder) of French-Ukrainian NGO Exchanges Lorraine – Ukraine (2004). Originally from Bucovina, Ukrainian citizen with Romanian origins, 15 years of professional experience in international development and technical assistance projects (working in European, African, Caribbean and Pacific area countries) in collaboration with ENA Paris, Council of Europe, Inter-American Development Bank, etc. Advisor for International Cooperation of the Chairman of the Ukrainian Parliamentary Committee of Industrial Policy and Entrepreneurship, expert for the Support Center of Reforms of the Ukrainian Government.
